No idea why it makes any attempt to pretend otherwise. If you intend to listen to this hoping for a megalodon or other shark story then look elsewhere. This and its previous episode has more to do with drugs and boat incursions than anything else. The shark or sharks play such a little part in the story that they could easily be edited out and the story wouldn't be any better or worse for it.
There are glimpses of potential but they are hidden between over extended conversation with no movement in the plot or sidetracks away more than needed.
To be brutally honest, it feels as though the author has watched a couple of navy seal style shows, picked up a couple of terms and slotted them into an average story. There are a couple of semi interesting characters but they feel swallowed up in a cast of generic cookie cutter creations. Ballentine is one I feel lacks so much. I understand what the author is trying to do with him but it feels more like he doesn't know what he wants him for next so keeps him vague. Thorne is another that just doesn't feel believable. with the background written for him, his reactions and demeanor would be different and as written makes him seem empty and underwritten.
Was hoping for something but this fell short of the mark.
