Admiral Robert O’Hara once commanded the Lunar Free State’s fleet, but he’s finding that leading the nation as Chief Executive requires different skills, as well as an entirely different mindset. Human history mirrors the history of climate change. Human origins, for example, can be traced to five million years ago when the climate of East Africa became progressively hotter and drier. This caused the lush tropical jungles to disappear and be replaced by arid plains and savannahs. Our pre-human ancestors learned to exploit those new ecosystems by gathering the seed-bearing grasses, nuts, and tubers that thrived in these semi-arid conditions. Also, by foraging in the heat of the day, proto-humans could minimize unwelcome contact with nocturnal predators.

The Association has finally become aware of Eli's presence in the sequestered world of Lurra, with one of his recently resurrected enemies tasked by Lady Peja to hunt him down. At the same time, the Remnant's invasion of the Pantheon Alliance continues while the temple families and others in Galdish scheme to send Eli beyond life's veil to answer for his blasphemous crimes.

The alien race Akara have a secret; they've discovered the location of a planet that is home to a primitive human civilization, another ancient “seeding" of the legendary Progenitors. But, this planet lies in the territory of the Otuka, spacefaring alien predators who consider human flesh to be a delicacy and the planet to be their private hunting preserve. Unwilling to confront the Otuka, the Akara have passed the problem on to their human allies, the Lunar Free State. Now, the LFS needs to decide what to do about it.
